I think anyone who could cause him trouble would want to avoid any potential uproar from Trump fanatics and gamble on the problem solving itself due to his age. They just need to veeeery slowly investigate and hint at some prosecution to keep face.

Physically sending ICE in and preventing anyone from voting, then declaring that since people couldn’t vote, it’s only “fair” to redo the election “next year” and then just try to kick that can down the road until he’s dead.
