SoCal/Bay Area is a place where the average house is 1M$. People making that kind of money have a car, and those without a car leave California or live with roommates.
California infrastructure was built in the 20th century by hard right wingers, and by time Cali became a blue state at the turn of the century, it was too late and expensive to build public transit.
The entire state as a whole is fucked as far as public transit is concerned, and since everyone moving there is already financially successful, it makes it impossible to force in the legislature.
