Europe usually has a more crews smaller units approach. For a built up area like this there would be be planing for how to stage and prepare for a fire. Knowing where the access points are and finding a way in. Most of the buildings in these areas may also have a service entrance for delivery and rubbish. being stone would limit the burnable material. The building also probably caught fire a few times already and survived.
I’m not worried about the building surviving lol. The danger is to the people with only 1 exit that could be blocked by fire. And suppose someone had a medical emergency here, getting help would take longer. I’m just saying, that taking safety into account isn’t the issue. Cars are the issue.
