Bush’s administration was, and he is being rehabilitated by liberals in present era. So this meme is suggesting that a future Republican leader will come around and then liberals will rehabilitate Trump in order to frame that new republican as the ultimate evil.

Arrested Development was literally a satire of the Bush family/administration, whom are now being rehabilitated by usonian liberals.
